People in VN surely know that administrations or office systems are really really bad. But you'll be suprised that some region in United State has the same management problems or administration trouble. (Minh tam dich la yeu kem ve quan ly hanh chinh, neu dung sai tu mong cac ban cho minh biet de sua doi). Unfortunately, I'm living in a region which has that trouble. I'll list some departments and offices for you as a proof. I'll also give you the reason why they are considered as having bad management. They are DMV (department of motor vehicle where people get their Driver License), Community Health Group and at last but not least, my apartment office where I'm living in and paying rent month by month.

First of all, I'd love to tell you my problem with DMV. Two months ago, I bought a car. It's not a brand new car, it's just an old camry 96. Smoke check, Tax, registration fee, insurance... Everything is done completely. They said to me:" You're all set. Your car's title will be mailed to you in 3 or 4 weeks." That's it. It's been for 2 months and my car's title hasn't been in my mail box yet. One more thing DMV agent did that makes me feel disappointed is to tell me that it's just 3 weeks and you need to wait for one more week. It's been 2 months and they said it's just 3 weeks. What's their clock, their watch or their time zone?

Second of all, it's Community Health Group(C.H.G is its abbreviation). It's a big Healthy Care plan and many Vietnamese people in San Diego choose it because of their great numbers of Vietnamese Phycisians(Doctors) and nurses. I'm not an exception. I choose C.H.G too. I called their Free toll number Service to ask for help choosing Primary Care Doctor. They asked my personality information and told me that in 3 days there would be someone call me and give me assistance to choos Doctor. A week passed by, there's no call from C.H.G. I called them again and let them know it. They asked my information again as this is the first time I call them and my information wasn't in their computer. They repeat this sentence again:" In 3 days there'll be someone call you and help you choose a Doctor." "What's wrong with them?" I asked myself. I was patient to wait another week and still have no response. It's obviously that they are playing with my patience. It's been 1 month and a week since I called them to ask for help. You see, their "3 days" is more than a month........

And the last one, the one is the last but not least. It's my apartment office. When I moved in apartment number 22, the blind(tam dich cai man che gio) was broken and missed 2 pieces. I was quickly to notify them this problem. The maneger who is a very nice person named Lisa told me to wait for a week because they had to order the new blind for us instead of fixing it. After a year (Yes, right, "a year"), there's nothing change, the blind is still broken and two pieces missing let our living flood with light. When my father renewaled the rent contract, he told them it. Troy, the new manager, said that the blind would be replaced on Monday. Two weeks went by, we still have to resist with sunlight of the hottest summer ever. What a nice manager!!!! Thank you them for letting us waiting for a year.

So far, nothing changes. I still have no cars title, no help to choose Doctor (I don't need it anymore because I choose ramdomly a Doctor), no blind replaced. You see, wherever you live, management and administration always give you no peace in mind. Getting in a long line like a snake, having no response until your deadline is close are a routine and people get used to it long time ago.
